Fragrance water is the water produced during distillation.
The manufacturing method for essential oils, called steam distillation, involves steaming the raw material at high temperatures and then cooling the steam to extract the oil.
The water produced when the steam is cooled and separated from the oil contains water-soluble components, and this is called fragrance water.
In the picture, this refers to the slightly cloudy water beneath the oil, which also contains plenty of Japanese cedar trunk components.
